My reasoning: in thirty-plus years of working, no manager has ever told me how many words my report or presentation needed to be. And more importantly, rewarding length rewards verbosity, and if the point of writing is to communicate, the student who can say the same thing in a third of the words should be rewarded for that, not penalized for falling short of an arbitrary number.
